Emergency Muster Lists - Many surveyors, during ISM-Certification audits have
found severe deficiencies with regard to the Emergency Muster Lists
maintained onboard the vessels they are auditing. In order to correct
these deficiencies Hudson Marine Management Services (HMMS) has
developed an Emergency Muster List poster that combines the required
plans into one poster, which meets the SOLAS requirements for both
content and layout. The plans that are combined to meet the regulations
are:
- Pollution Prevention Plan
- Fire Fighting Plan
- Abandon Ship Plan
- Gas Leakage Response Plan (for gas carriers)
A basic plan is based on a minimum crew of 18 persons
always on board. However, in order to avoid changes to the plan
if number of crewmember increases or changes in the composition
of crew takes place, the crew list will contain a number of positions,
which are not continuously covered. These positions will have lifeboat
allocation, but not assigned to activities for the specified emergency
situations.
The same designation will be used for riding squads
or other supernumeraries temporarily on board.
With an allocation to emergencies as specified
above, one will have to amend the plans if extra crews or others
are signed on temporarily or on a more permanent basis.
Hudson Marine Management Services will deliver
Emergency Muster Lists in accordance with the customer's specifications
but each plan will be vessel specific.
