In the United States, Hudson Marine provides marine emergency
response management services within the OPA 90 framework.
We provide owners
with a Qualified Individual (QI) and spill response management team round the clock,
365 days of the year. In Canada we provide these services under the Canadian
legal guidelines.
All response – both inside and outside the US and
Canada – are handled with direct interaction with the owner/operator
and the insurance and legal interests of the owner. The response is also managed
within the framework of local government regulations and the MARPOL 73/78
pollution prevention and response requirements for oil-pollution incidents.
We maintain round-the-clock availability in North America.
Our emergency services include the following:
Rapid response to any incident with particular emphasis
on those that involve petroleum and chemical cargoes or fuel.
Liaison with governmental authorities and agencies to
maximize efficiency, thereby minimizing costs and environmental damage.
Well managed, efficient and cost-effective pollution
response operations to minimize costs and exposure to damage claims by providing
a complete database for third-party claims.
Monitoring of environmental and natural resource impacts,
including US Natural Resource Damage Assessments (NRDA) to minimize claims.
Support in operational, technical, media, financial
and related areas to assist the owner/manager or company.
Required OPA 90 Exercises
In the United States, annual “table top” drills
or exercises are required and regulated by the US Coast Guard. They are intended
to “exercise” an owner’s or operator’s vessel response
plan. During the table top drill exercise the owner or operator’s emergency
response team is tested, and the QI (Qualified Individual) and spill response
management team demonstrate their ability to operate within the context of
that plan.
Hudson Marine provides clients with a variety of exercises
and drills to meet the annual drill requirement. They include not only the
OPA-90 required exercises, which are outlined in the National Preparedness
Exercise Program (PREP) Guidelines booklet, but also exercises and drills
prescribed by the International Maritime Organization (IMO) and the SOLAS
Convention.
Hudson Marine’s goal in conducting all exercises
is to create a valuable learning experience for all personnel involved and
to ensure that clients receive credit from the US Coast Guard and, if applicable,
the State of California.
OPA 90 Vessel Response Plans (VRP)
OPA 90 legislation requires that ship and terminal owners,
operators or managers take a proactive approach to oil spill contingencies.
A tested program for response must be in place, an integral part of which
is a Vessel Response Plan (VRP).
The VRP will identify actions to be taken to comply with
federal and state regulations and relevant authorities that must be contacted,
such as the US Coast Guard. The plan also includes a listing of salvage and
oil spill response organizations (OSROs) with whom the owner has a service
agreement for handling a cleanup should a spill occur.
In addition, the VRP provides details of the personnel
and functions of the owner/manager spill response management team,
whose responsibility it will be to manage the response endeavors in
cooperation with the US Coast Guard and other regulatory agencies.
